Saudamos tamb\u00e9m especialmente o 70\u00ba anivers\u00e1rio de funda\u00e7\u00e3o da Rep\u00fablica Popular da China.<\/p>\n<p>A conjuntura mundial revela incertezas quanto ao desenvolvimento do capitalismo no futuro pr\u00f3ximo, com a possibilidade de manuten\u00e7\u00e3o de taxas de crescimento baixas nos Estados Unidos e na Europa ou de in\u00edcio de recess\u00e3o. Na esfera pol\u00edtica, a abertura do processo de impeachment contra o presidente Trump pode representar uma redu\u00e7\u00e3o da for\u00e7a dos EUA no plano internacional, o que, dentre outros efeitos, tende a aliviar a press\u00e3o sobre a Venezuela, e refor\u00e7a a candidatura democrata \u00e0 presid\u00eancia que, se vitoriosa, n\u00e3o alterar\u00e1 a natureza imperialista do Estado americano, mas poder\u00e1 abrir algum espa\u00e7o para maior organiza\u00e7\u00e3o e luta da classe trabalhadora em seu pa\u00eds.<\/p>\n<p>Na Europa o Movimento Comunista enfrenta uma ofensiva ideol\u00f3gica da extrema-direita, materializada com a recente aprova\u00e7\u00e3o da resolu\u00e7\u00e3o que criminaliza o comunismo no Parlamento Europeu. A recente derrota eleitoral da direita na Espanha, em Portugal e em outros pa\u00edses n\u00e3o significou a vit\u00f3ria da esquerda socialista e comunista, mas sim o desgaste das pol\u00edticas neoliberais e a retomada de movimentos populares em defesa dos direitos dos trabalhadores, o que tem levado setores da classe dominante a buscar novos arranjos de poder pol\u00edtico que possam \u201csuavizar\u201d os efeitos do liberalismo sem abrir m\u00e3o dele, em sua ess\u00eancia, com o oferecimento de crescimento econ\u00f4mico, novas pol\u00edticas compensat\u00f3rias e concess\u00f5es localizadas de retomada de alguns direitos.<\/p>\n<p>Esse quadro se assemelha na Am\u00e9rica Latina, em que se destaca o caso da Argentina, onde a iminente vit\u00f3ria do Peronismo, com Fernandez e Cristina, representa a derrota do ultraliberalismo de Macri, que levou o pa\u00eds a uma grave crise econ\u00f4mica e social. Essa mudan\u00e7a ajuda a isolar mais ainda o governo de direita brasileiro de Bolsonaro e a fortalecer as conquistas do processo Bolivariano na Venezuela.<\/p>\n<p>No Equador, a ado\u00e7\u00e3o de um \u201cpacote\u201d de medidas liberais voltadas para a retirada de subs\u00eddios aos combust\u00edveis e de direitos dos trabalhadores levou a uma forte mobiliza\u00e7\u00e3o dos trabalhadores organizados, das for\u00e7as pol\u00edticas de esquerda e progressistas, dos comunistas equatorianos, das comunidades ind\u00edgenas e do povo em geral contra o governo de Lenin Moreno, eleito com o mesmo programa pol\u00edtico de seu antecessor, o presidente Rafael Correa. As medidas adotadas por Moreno foram entendidas como uma grande trai\u00e7\u00e3o, e as a\u00e7\u00f5es altamente repressivas efetuadas pelo governo contra os manifestantes gerou uma enorme revolta popular, que obrigou o governo a recuar e fortaleceu a organiza\u00e7\u00e3o do povo. O exemplo da luta popular vitoriosa em Porto Rico, que logrou derrubar um governador e refor\u00e7ar o clamor por independ\u00eancia e justi\u00e7a social segue o mesmo rumo da luta de massas como o principal eixo a ser a ser fortalecido na perspectiva da conquista de direitos, liberdades democr\u00e1ticas e justi\u00e7a social no continente.<\/p>\n<p>Na Col\u00f4mbia, o n\u00e3o cumprimento integral, por parte do Governo Duque, dos acordos de paz fez com que parte dos ex-integrantes das For\u00e7as Armadas Revolucion\u00e1rias da Col\u00f4mbia tenha decidido retomar as armas, sem deixar de apontar para a necessidade de refor\u00e7ar o movimento de massas como o principal caminho a ser seguido para a constru\u00e7\u00e3o de um Estado democr\u00e1tico com justi\u00e7a social no pa\u00eds. Novos desafios se apresentam, no plano eleitoral, no Uruguai e na Bol\u00edvia, onde os atuais governos progressistas enfrentam mais um teste das urnas e amea\u00e7as da direita.<\/p>\n<p>Para o Movimento Comunista, \u00e9 essencial fortalecer o enfrentamento dos governos de direita e extrema-direita presentes na regi\u00e3o, com as alian\u00e7as necess\u00e1rias, e apoiar os processos de mudan\u00e7as na Am\u00e9rica Latina, sem qualquer ilus\u00e3o de que esses processos, por si s\u00f3, levar\u00e3o \u00e0 conquista do socialismo. \u00c9 necess\u00e1rio consolidar as lutas populares nos campos democr\u00e1tico e social, na resist\u00eancia e no combate ao imperialismo, refor\u00e7ando a organiza\u00e7\u00e3o da classe trabalhadora para a luta anticapitalista e para a constru\u00e7\u00e3o do Poder Popular e do Socialismo.<\/p>\n<p>No Brasil, radicaliza-se a ofensiva liberal, com mais direitos sendo retirados dos trabalhadores e mais privatiza\u00e7\u00f5es de patrim\u00f4nio p\u00fablico operadas pelo Governo Bolsonaro, que conta, nesse tema, com grande maioria no Congresso. Bolsonaro e a maior parte de sua equipe, no entanto, v\u00eam acumulando mais e mais desgastes internos a cada dia, com \u00edndices de reprova\u00e7\u00e3o majorit\u00e1rios, que refletem os efeitos das pol\u00edticas ultraliberais e pr\u00f3-imperialistas, as posturas racistas, homof\u00f3bicas, mis\u00f3ginas, anti-Ci\u00eancia e anti-Educa\u00e7\u00e3o, a violenta repress\u00e3o policial contra os movimentos organizados e as popula\u00e7\u00f5es mais pobres, com crescente isolamento no plano internacional, por conta das queimadas na Amaz\u00f4nia, do uso de agrot\u00f3xicos proibidos na agricultura, da postura subserviente aos Estados Unidos que leva \u00e0 entrega de riquezas e do patrim\u00f4nio p\u00fablico, como a base de lan\u00e7amento de foguetes de Alc\u00e2ntara, sem qualquer compensa\u00e7\u00e3o pol\u00edtica ou econ\u00f4mica relevante. Ao contr\u00e1rio, essa postura de c\u00e3o vira-lata levou \u00e0 humilha\u00e7\u00e3o de o Brasil n\u00e3o ter sido indicado para ingressar na OCDE, como prometido por Trump, em detrimento de outros pa\u00edses, o que, tamb\u00e9m por sua vez, n\u00e3o representa nenhum ganho para o povo trabalhador brasileiro. Bolsonaro tenta aumentar o controle do aparelho de Estado por seu grupo mais pr\u00f3ximo e ataca os advers\u00e1rios com viol\u00eancia.<\/p>\n<p>Na oposi\u00e7\u00e3o a Bolsonaro est\u00e3o os setores organizados dos trabalhadores e da juventude, que v\u00eam promovendo manifesta\u00e7\u00f5es populares importantes, muito embora parte expressiva da popula\u00e7\u00e3o ainda n\u00e3o tenha despertado para a luta contra as reformas neoliberais e a entrega do patrim\u00f4nio p\u00fablico ao capital privado nacional e internacional. Setores liberais tamb\u00e9m t\u00eam se oposto aos ataques \u00e0s liberdades democr\u00e1ticas e aos direitos civis e at\u00e9 mesmo alguns setores minorit\u00e1rios burgueses t\u00eam restri\u00e7\u00f5es a certos aspectos da pol\u00edtica internacional de Bolsonaro porque veem seus neg\u00f3cios prejudicados, embora todos estejam unidos no ataque aos trabalhadores. Destaque-se ainda que setores da esquerda brasileira est\u00e3o secundarizando as lutas nas ruas e priorizando exclusivamente a luta eleitoral no pr\u00f3ximo ano, como forma de acumular for\u00e7as para as elei\u00e7\u00f5es presidenciais de 2022, o que se constitui uma grave ilus\u00e3o, pois sem o povo trabalhador organizado nas ruas n\u00e3o se pode derrotar a pol\u00edtica de terra arrasada que o governo vem realizando no pa\u00eds.<\/p>\n<p>O PCB entende que o momento pede mobiliza\u00e7\u00e3o e luta nas ruas, acumulando for\u00e7as para o enfrentamento ao governo Bolsonaro, pede o fortalecimento das frentes sindicais e populares para a melhor organiza\u00e7\u00e3o e conscientiza\u00e7\u00e3o da classe trabalhadora. O PCB apoia, principalmente, o fortalecimento do F\u00f3rum Sindical, Popular e da Juventude por Direitos e Liberdades Democr\u00e1ticas e segue participando da Frente Povo sem Medo. No Brasil e no mundo todo, faz-se necess\u00e1ria, mais do que nunca, a retomada da ofensiva contra-hegem\u00f4nica da defesa dos ideais socialistas e comunistas.<\/p>\n<p>Defendemos o fortalecimento do EIPCO, em sua pluralidade, para melhor operar a\u00e7\u00f5es conjuntas dos comunistas nos planos regional e mundial. Em particular, entendemos que, no mesmo sentido, devemos fortalecer o rec\u00e9m-criado F\u00f3rum dos Partidos Comunistas da Am\u00e9rica do Sul, com sua amplia\u00e7\u00e3o para o conjunto da Am\u00e9rica Latina.<\/p>\n<p>Viva o Movimento Comunista Internacional!<\/p>\n<p>Brazilian Communist Party \u2013 PCB<\/p>\n<p>Speech at the XXI IMCWP, Izmir, October 2019<\/p>\n<p>Dear Comrades:<\/p>\n<p>On behalf of the Brazilian Communist Party, I greet all the Communist and Workers&#8217; parties present at this XXI IMCWP, in particular the Communist Parties of Turkey and Greece, which, in addition to their example of struggle, ideological firmness and political coherence, have taken over the organization of this meeting. We also especially welcome the 70th anniversary of the founding of the People&#8217;s Republic of China.<\/p>\n<p>The global conjuncture reveals uncertainties about the development of capitalism in the near future, with the possibility of maintaining low growth rates in the United States and Europe or the onset of recession. In the political sphere, the opening of impeachment proceedings against President Trump may lead to a reduction in US strength internationally, what, among other effects, tends to ease the pressure on Venezuela and reinforces the Democratic presidential bid that, If victorious, will not alter the imperialistic nature of the American state, but may open more room for a stronger organization struggles of the working class in that country.<\/p>\n<p>In Europe, the Communist Movement faces an ideological offensive of the far right, materialized with the recent approval of a resolution that criminalizes communism in the European Parliament. The recent electoral defeats of the right in Spain, Portugal and other countries did not mean the victory of the socialist and communist forces, but the erosion of neoliberal policies and the resumption of popular movements in defense of workers&#8217; rights, what has led sectors of the ruling class to seek new arrangements of political power that can \u201csoften\u201d the effects of liberalism without giving it up, in essence, by offering economic growth, new compensatory policies, and localized concessions for the recovery of some rights.<\/p>\n<p>This scenario is repeated in Latin America, especially in Argentina, where the imminent victory of Peronism, with Fernandez and Cristina, represents the defeat of Macri&#8217;s ultra-liberalism, which led the country to a deep economic and social crisis. This change reinforces the isolation of the Brazilian right-wing government of Bolsonaro and strengthens the support for the achievements of the Bolivarian process in Venezuela.<\/p>\n<p>In Ecuador, the adoption of a \u201cpackage\u201d of liberal measures aimed at removing fuel subsidies and workers&#8217; rights led to a strong mobilization of organized workers, leftist and progressive political forces, Ecuadorian communists, indigenous communities. and people in general against the government of Lenin Moreno, elected under the same progressive program as his predecessor, President Rafael Correa. The measures taken by Moreno were perceived as a great betrayal, and the highly repressive actions taken by the government against the protesters generated a huge revolt, which made the government back off and strengthened peoples\u2019 power. The example of the victorious popular struggle in Puerto Rico which succeeded in overthrowing a governor and in reinforcing the call for independence and social justice follows the same course of mass struggle as the main axis to be strengthened in the perspective of the conquest of rights, democratic freedoms. and social justice.<\/p>\n<p>In Colombia, the Duke Government&#8217;s atitude of not fully complying with the peace accords has led some of the former members of the Revolutionary Armed Forces of Colombia to decide to take up arms, while pointing to the need to strengthen the mass movement for peace as the main way forward for building a democratic state with social justice in the that country. New challenges emerge at the electoral level in Uruguay and Bolivia, where the current progressive governments face ballot box tests and threats from the right.<\/p>\n<p>For the Communist Movement, it is essential to strengthen the confrontation of right-wing and far-right governments in the region and to support the progressive processes of change without any illusion that these processes alone will lead to the conquest of socialism. It is necessary to consolidate the popular struggles in the democratic and social fields, in the resistance and in the fight against imperialism, reinforcing the organization of the working class for the anti-capitalist struggle and for the construction of Popular Power and Socialism.<\/p>\n<p>In Brazil, the liberal offensive is radicalizing, with more rights being removed from the workers and more privatization of public assets operated by the Bolsonaro Government, which has a large majority in Congress on this issue. Bolsonaro and most of his team, however, have been accumulating more and more internal wear and tear each day, with majority disapproval rates reflecting the effects of ultra-liberal and pro-imperialist policies, racist, homophobic, misogynistic, anti -Science and anti-education attitudes, violent police repression against organized movements and the poorest populations, with growing isolation on the international level on account of the recent burnings in the Amazon, the use of banned pesticides in agriculture, the subservient posture to the United States that leads to the delivery of wealth and public assets to that country, such as the Alcantara rocket launching base, without any relevant political or economic compensation. On the contrary, this street-dog posture led to a humiliation: Brazil was not nominated to join the OECD \u2013 what doesn\u2019t help Brazilian workers \u2013, as promised by Trump, to the detriment of other countries. Bolsonaro attempts to increase control of the state apparatus by his closest group and attacks his opponents with violence.<\/p>\n<p>In opposition to Bolsonaro are the organized sectors of workers and youth, which has been promoting important popular demonstrations, although a significant part of the population has not yet awakened to the fight against neoliberal reforms and the handing over of public assets to national and international private capital. Liberal sectors have also opposed attacks on democratic freedoms and civil rights, and even some bourgeois minority sectors have restrictions on certain aspects of Bolsonaro&#8217;s international policy because they have been hurting their business, although they are all united in attacking the workers\u2019 rights. It is also noteworthy that sectors of the Brazilian left are despizing the streets and prioritizing the electoral struggle of next year, as a way of accumulating forces for the presidential elections of 2022. That is a serious illusion, because without the working people organized in the streets, the land devastating policy that the government has been conducting can\u2019t be defeated.<\/p>\n<p>The PCB understands that the moment calls for mobilization and struggle in the streets, accumulating forces to confront the Bolsonaro government. We call for the strengthening of the union and popular fronts for the better organization and awareness of the working class. The PCB mainly supports the strengthening of the Trade Union, People&#8217;s and Youth Forum for Democratic Rights and Freedoms and continues to participate in the Fearless People Front. In Brazil and throughout the world, it is necessary, more than ever, the reasumption of a counter-hegemonic offensive of of socialist and communist ideals.<\/p>\n<p>We advocate the strengthening of the IMCWP in its plurality to better operate joint actions of the communists on regional and global levels.
