A pandemia COVID-19 j\u00e1 causou uma grande trag\u00e9dia por mais de um ano. Nesse per\u00edodo, em muitos pa\u00edses, milh\u00f5es de trabalhadores contra\u00edram a doen\u00e7a, perdendo a sa\u00fade, o emprego ou at\u00e9 a vida. Por outro lado, no mesmo intervalo de tempo, as empresas que venderam produtos de necessidade essencial, como alimentos, materiais higi\u00eanicos, m\u00e1scaras e finalmente vacinas, na condi\u00e7\u00e3o de commodities, passaram a estar entre as mais ricas do mundo. A classe capitalista transformou a pandemia em uma oportunidade para uma maior explora\u00e7\u00e3o dos trabalhadores a fim de obter mais lucros.<\/p>\n
V\u00e1rias vacinas que foram administradas desde o final de 2020 s\u00e3o desenvolvidas por monop\u00f3lios farmac\u00eauticos. H\u00e1 um n\u00edvel substancial de informa\u00e7\u00f5es sobre a efic\u00e1cia cl\u00ednica e os intervalos entre as doses dessas vacinas. Apesar de algumas delas serem administradas com cautela devido a alguns efeitos adversos, elas contribuem efetivamente para combater a pandemia. No entanto, desde a administra\u00e7\u00e3o da primeira inje\u00e7\u00e3o, apenas cerca de 2,16% da popula\u00e7\u00e3o mundial foi totalmente vacinada.<\/p>\n
O principal m\u00e9todo de combate \u00e0s doen\u00e7as transmiss\u00edveis \u00e9 a imuniza\u00e7\u00e3o generalizada, r\u00e1pida e eficaz. Infelizmente, o capitalismo no s\u00e9culo 21 foi incapaz de implementar esta f\u00f3rmula b\u00e1sica para combater uma infec\u00e7\u00e3o mundial, como visto na pandemia COVID-19. As raz\u00f5es para esta situa\u00e7\u00e3o s\u00e3o claras: apesar de todos os estudos de desenvolvimento de vacinas terem sido conduzidos gra\u00e7as a fundos p\u00fablicos e \u00e0 colabora\u00e7\u00e3o de milhares de cientistas, nas grandes pot\u00eancias capitalistas o produto final foi apropriado por monop\u00f3lios farmac\u00eauticos sob o nome de propriedade intelectual, ou as chamadas patentes.<\/p>\n
Hoje, as vacinas podem ser produzidas apenas em alguns pa\u00edses. Enquanto os pa\u00edses imperialistas mais poderosos est\u00e3o encomendando muito mais frascos al\u00e9m de suas necessidades e obtendo uma parcela maior dos estoques dispon\u00edveis agora e no futuro, dezenas de pa\u00edses, principalmente os economicamente menos desenvolvidos, s\u00e3o capazes de vacinar apenas uma pequena parte da popula\u00e7\u00e3o, em um futuro incerto. Isso significa virar a cara para as mortes de cidad\u00e3os desses pa\u00edses por uma causa evit\u00e1vel.<\/p>\n
O cen\u00e1rio mais perigoso no caso das doen\u00e7as infecciosas \u00e9 a vacina\u00e7\u00e3o de uma parcela muito limitada da popula\u00e7\u00e3o, o que facilitaria a evolu\u00e7\u00e3o do v\u00edrus para que ele tivesse propriedades mais avan\u00e7adas. Isso \u00e9 o que est\u00e1 acontecendo agora.<\/p>\n
A pandemia da COVID-19 n\u00e3o desaparecer\u00e1 do mundo de uma vez. Al\u00e9m disso, as condi\u00e7\u00f5es sociais e ambientais criadas pelo capitalismo nos mostram que a humanidade enfrentar\u00e1 essas epidemias novamente, embora de outras maneiras. A pandemia de COVID-19 tamb\u00e9m continuar\u00e1 at\u00e9 que um tratamento eficaz tendo o v\u00edrus como alvo seja encontrado e \/ ou uma vacina\u00e7\u00e3o massiva e r\u00e1pida seja alcan\u00e7ada; e o melhor cen\u00e1rio \u00e9 que a humanidade continue a conviver com o coronav\u00edrus reduzindo sua gravidade e mortalidade. Portanto, \u00e9 do interesse comum da classe trabalhadora e das camadas populares lutar pela prioridade de vacinas e tratamentos contra doen\u00e7as infecciosas.<\/p>\n
Patentes ou direitos de propriedade intelectual tiveram um impacto que n\u00e3o facilitou a produ\u00e7\u00e3o de vacinas como argumentado; pelo contr\u00e1rio, eles desaceleraram a imuniza\u00e7\u00e3o das massas.<\/p>\n
Mas n\u00e3o podemos deixar qualquer quest\u00e3o relativa \u00e0 sa\u00fade p\u00fablica entregue \u00e0 \u201cboa vontade\u201d dos monop\u00f3lios com fins lucrativos e \u00e0 competi\u00e7\u00e3o entre eles.<\/p>\n
Levando em considera\u00e7\u00e3o e valorizando as a\u00e7\u00f5es de solidariedade e coopera\u00e7\u00e3o, iniciativas e esfor\u00e7os desenvolvidos por alguns pa\u00edses, como partidos comunistas e oper\u00e1rios de todo o mundo, reivindicamos conjuntamente:<\/p>\n
\u2013 A aboli\u00e7\u00e3o dos chamados direitos de propriedade intelectual, nomeadamente patentes, de todas as vacinas e f\u00f3rmulas de tratamento contra a COVID-19 utilizadas ou em desenvolvimento, bem como a implanta\u00e7\u00e3o de regulamentos legais necess\u00e1rios para tal em todos os pa\u00edses.<\/p>\n
\u2013 A produ\u00e7\u00e3o, distribui\u00e7\u00e3o e implementa\u00e7\u00e3o de vacinas devem continuar integralmente por meios p\u00fablicos, intensificando a interven\u00e7\u00e3o popular. O sistema de sa\u00fade p\u00fablico deve ser expandido e fortalecido imediatamente.<\/p>\n
\u2013 Denunciamos a especula\u00e7\u00e3o com as vacinas. Todas as informa\u00e7\u00f5es sobre vacinas e formula\u00e7\u00f5es de tratamento devem ser apresentadas de forma transparente \u00e0s organiza\u00e7\u00f5es cient\u00edficas internacionais. A pesquisa neste campo deve ser realizada com o princ\u00edpio da solidariedade e coopera\u00e7\u00e3o internacional, e n\u00e3o da competi\u00e7\u00e3o.<\/p>\n
\u2013 As campanhas anti-vacinas e a desinforma\u00e7\u00e3o n\u00e3o cient\u00edfica devem ser enfrentadas de forma decisiva.<\/p>\n
Os povos devem fortalecer sua luta pela prote\u00e7\u00e3o da sa\u00fade. Precisamos enfrentar os interesses dos monop\u00f3lios, que sacrificam vidas humanas pelo lucro!<\/p>\n

NO TO PATENTS ON VACCINES
\nThe COVID-19 pandemic has caused a great tragedy for more than a year now. In this period, in many countries, millions of workers have caught the disease, losing their health, their jobs or even their lives. On the other hand, in the same time frame, some companies that have sold the essential needs food, hygienic materials, masks and finally, vaccines, as commodities, have become among the wealthiest in the world. The capitalist class has turned the pandemic into an opportunity for greater exploitation of workers in order to make more profits.<\/p>\n
Several vaccines that have been administered since the end of 2020 are developed by pharmaceutical monopolies. There is a substantial level of information on the clinical efficacy and dose intervals of these vaccines. Despite some of them being administered cautiously due to some adverse effects, they can effectively contribute to tackling the pandemic. However, since the administration of the first shot, only around 2.16% of the world\u2019s population could have been fully vaccinated.<\/p>\n
The main method of combating communicable diseases is widespread, rapid and effective immunization. Unfortunately, capitalism in the 21st century has been incapable of implementing this basic formula for a worldwide infection, as seen in the COVID-19 pandemic. The reasons for this situation are clear: Despite all vaccine development studies having been conducted thanks to public funds and the collaborative efforts of thousands of scientists, in the great capitalist powers the final product was seized by pharmaceutical monopolies under the name of intellectual property, or so-called patents. Today, vaccines can be produced only in a number of countries. While the most powerful imperialist countries are ordering much more vials beyond their needs and getting a larger share on the stocks available now and in the future, tens of countries, mainly the economically less developed, would only be able to vaccinate a small part of the population, in an uncertain future. This is turning a blnd eye on the deaths of the citizens of those countries from a preventable cause.<\/p>\n
The most dangerous scenario in the case of infectious diseases is the vaccination of a very limited part of the population, which would facilitate the evolution of the virus so that it would have more advanced properties. This is what is happening right now.<\/p>\n
The COVID-19 pandemic will not disappear from the world at once. Moreover, the social and environmental conditions created by capitalism show us that humanity will be facing such epidemics again, though in other ways. The COVID-19 pandemic will also continue until an effective treatment targeting the virus will be found and\/or a massive and rapid vaccination will be achieved; and the best-case scenario is that humanity will continue to live with the coronavirus with reduced morbidity and mortality. Therefore, it is in the common interest of the working class and the popular strata to struggle for priority to be given to vaccines and treatments against infectious diseases.<\/p>\n
Patents or intellectual property rights have had an impact not facilitating the production of vaccines as argued, on the contrary, they slowed down the immunization of masses.<\/p>\n
But we cannot leave any issue concerning public health to the \u201cgood will\u201d of profit-seeking monopolies and the competitions between them.<\/p>\n
Taking into account and valuing the actions of solidarity and cooperation, initiatives and efforts developed by some countries, as communist and workers’ parties of the world, we are jointly calling for:<\/p>\n
The abolition of the so-called intellectual property rights, namely patents, on all COVID-19 vaccines and treatment formulations used or being developed, as well as necessary legal regulations for this in all countries.
\nProduction, distribution and implementation of vaccines must continue entirely by public means and the intensification of popular intervention. Public health system has to be immediately expanded and strengthened.
\nWe denounce speculation on vaccines. All information on vaccines and treatment formulations should be presented transparently to international scientific organizations. Research in this field should be carried out with the principle of international solidarity and cooperation, not competition
\nAnti-vaccine campaigns and unscientific disinformation must be decisively addressed.<\/p>\n
The peoples must strengthen their struggle for the protection of health. We need to come into conflict with the interests of the monopolies, which sacrifice human lives for profit!<\/p>\n
